Galain Solutions, Inc. was retained to advise the FEMA Integrated Public Alert & Warning System (IPAWS) on a comprehensive outreach plan for a wide variety of national notification stakeholders. A tactical plan will result after stakeholder feedback is facilitated, and outreach messaging is evaluated. Outreach audiences include: local public safety, broadcasters, state, tribal and territorial authorities, telecommunications carriers, standards organizations, critical infrastructure and others.??The IPAWS system‘s primary purpose is to ensure the President of the United States can alert and inform the American people in times of crisis. Under Congressional Act and Presidential Executive Order, the IPAWS program is being modernized and enhanced. Local activating authorities will be able to access the system in situations of imminent threats or missing children (AMBER Alerts) using a “systems of systems” approach and the Common Alerting Protocol (CAP).
Galain is currently acting as an independent advisor to Dane County, WI (the location of Wisconsin’s capital city) for its notification and alerting modernization program. Galain serves as lead for the Discovery/Assessment and Options/Recommendations facets of the project, which includes siren modernization and system integration with mass telecommunications solutions.
Galain was engaged to develop a white paper on best practices for Geographic Information Systems (GIS) data management for use in mass notification. Paper was part of viral informational campaign that increased client’s market penetration. In a second engagement, Galain was asked to develop a white paper on comparing geocoding accuracy results between managed data and commercial sources.
Funded by a mass notification software provider, Galain was retained to conduct an unprecedented national market study on perceptions and use of mass notification systems throughout public safety. Survey participants included Chiefs of Police, Fire Chiefs, EMA Directors and other key authorities. Facets of the study included: technology adoption, use frequency, preparedness methods, deployment types, and population segment differences.
Galain was retained to develop a grant kit covering key Federal funding sources for acquiring emergency notification solutions and appropriate language for key sections of grant applications.
Advised state police on replacement of outdated emergency notification system. Developed specifications and assisted with vendor evaluation.
Galain is serving as chief advisor to a legislator who is proposing the creation of a statewide alert and warning program for Tennessee. Galain will be leading a Governor’s Task Force to study requirements and solicit feedback from public safety, emergency management and the public. Lorin Bristow has seventeen years of experience leading top organizations in marketing, product management, training, strategic planning, and market research. For much of the past decade, Bristow has helped drive growth for emergency notification technology companies within the public safety, government, defense, and private enterprise sectors.
